Through Law No. 20,122, Uruguay approves the Protocol of 1988 relating to the International Convention on Load Lines, 1966. We recall that the Convention contemplates aspects related to guaranteeing the safety of life and property at sea, ensuring the stability of the vessel through the issuance of Freeboard certificates. The Convention contains provisions determining the freeboard of ships. It also contains additional safety measures to ensure the watertight integrity of the hull of ships below the freeboard deck. The Protocol introduces a harmonized survey and certification system that seeks to standardize the periods of validity of certificates as well as the time periods between surveys prescribed in the Convention.
